Implements a feature in the DETER Daily panel to provide a way to read a list of priority municipalities and select them in the panel as a filter.

This feature must display a button as a menu option to the user.
After applying the filter, a window should be displayed with informative text about the multiselection. Translation is required.

Prerequisites:

• Existence of a service that applications can read the expected list;
• A multi select function to apply the filter from the list;

The monthly cloud cover aggregation displays different values when the monthly filter is on or off.

The update date is loaded into the GeoServer and the JSON file with data is loaded into the cache, but the process for generating the file in the cache occurs at different times. So, the solution is put the update date into JSON.
