Ideally this should be done in parallel (save patch, start background process of git-am for the patch and testing the patch, and start editing the new patch at the same time).

It's usually nice for the reviewers to have an interdiff to the previous round when submitting a new round of a patch series. Add that to the cover letter if it isn't too large.

So we don't have to specify it every time, it could just be parsed from the output of send-email, and stored in a note and then automatically added.

When used with a github workflow, git-submit should do the right thing and create a new pull request.
