The Telegram ChatGPT Bot is a Python-based chatbot that uses the OpenAI GPT-3 model to generate responses to user queries. The bot interacts with the Telegram Bot API through the Telethon Python library and requires OpenAI API key and Telegram Bot API credentials to function.
