Research best approach for normalization of .csproj XML content

DoD: best (easiest / most time-effective) approach has been identified for developing an XML re-writer that uses normalized element / attribute sorting to minimize differences between multiple save states.

Note that //Include/Compile elements differ only by their descendant and attribute content; don't rule out the possibility that a file-type-specific solution will be required (no standard XML normalizer would use attribute or element content as a sorting key)

Research best approach for injecting behavior into VS

DoD: best (easiest / most time-effective) approach has been identified for developing an extension for Visual Studio 2012+ that meets the following criteria:

  1. Responds to project-level save events
  2. Responds to solution-level save events
  3. Responds to IDE exit events

I either need an editor extension or a VS Package, not sure which one yet.

I found two interfaces that I think represent where I'll get all my event hooks: SolutionEvents and ProjectEvents.
