Encoding and decoding of base64 strings for both Node and the browser.
Note: encode64 and decode64 are in general not inverses on the set of all strings.
But you can expect decode64 <<< encode64 <<< encode64 == encode64 on Node.
This delegates to the browser's atob and btoa functions, so unicode in particular
may cause unexpected behavior.

Based on wiki https://en.wikipedia.org/wiki/Base64 , base64 should be:
encode :: Uint8Array -> String
decode :: String -> Uint8Array
Its much more clear this way, because it will break if encoding is wrong (like utf8)
Simple implementation that can be wrapped is https://www.npmjs.com/package/base64-js
The function btoa which is called for encode64 does not handle unicode correctly.
Take e.g.
encode64 "∀"which throws
Uncaught InvalidCharacterError: Failed to execute 'btoa' on 'Window': The
string to be encoded contains characters outside of the Latin1 range.
