[upload-notebooks] update `on_exists` after next TileDB-Cloud-Py release to PyPI

Currently upload-notebooks.py uses a workaround to avoid an error if the notebook file doesn't already exist:

However, this behavior has already been improved upstream in TileDB-Cloud-Py (TileDB-Inc/TileDB-Cloud-Py#396, TileDB-Inc/TileDB-Cloud-Py@f8f80df). Now OnExists.OVERWRITE will no longer fail if the notebook doesn't yet exist.

Once a new version is released to PyPI, I can update upload-notebooks.py. However, I'll probably still check for the existence of the notebook with tiledb.array_exists(uri) since reporting this is useful information to the end user.
