Update to Gitter vs. IRC

The issue template recommends using IRC. While powerful and ubiquitous, IRC is a bit arcane and onboarding can be challenging.

Gitter should be noted in the issue template and on the README.

What is the motivation/use case for changing the behavior?

Ease of support and user/developer engagement.

blojsom-parent References SourceForge Resources

Numerous elements of the blojsom-parent reference SourceForge elements (e.g. developers, mailing lists, URLs). These elements should be updated since the project is now hosted on GitHub.

Support TLS and Port configuration for Email

It is not possible to set the port or TLS preference when sending or checking email in core plugins.

Plugins and resources impacted:

TLS should be the default and possibly fixed state.

MoBlog plugin timer is 12 minutes, not 10 minutes per the documentation

The MoBlog plugin is documented to run, with defaults, every 10 minutes. The plugin defaults to 12 minutes.

Per the documentation, the moblog should check every 10 minutes.

Match the documented mailbox timer with the plugin.
