Add a route and ui components to support this functionality

In select environments, Cisco Access Points can take offline rogue access points. Enabling and configuring dhcpd would allow a direct connection between the RPi and a laptop as a fall back mechanism. This scenario occurred at an enterprise client's location which had rogue access point protection on.

This command disables the power management, but it is only good until the next reboot.
