I want to suggest to remove this default setting.

Reasons:

• we use the module in OpenXPKI to extract data from a (known) CSR multiple times and the automatic validation each time we call the constructor is just a waste of time.
• we use debians "dh-make-perl" which gracefully just doesnt care about the dependencies in the Makefile. So I spend about two hours yesterday to find out why simply rebuilding packages for a working code branch does not work anymore. The module can be loaded but then the constructor comes back with an undef return value as the required modules used in signature checking are not installed.

I like the extra functionality but I also like to be backwards compatible ;)

It would also be nice to echo the eval error using "warn" for API version > 0 in line 411.
