As a Trust Operations user, I can create a Pending Contract so that I can record the contract I received from the Provider in the system

• I can search for and pick the Provider
• I am required to pick an Active Provider
• I can enter a contract number or tell the system to generate one for me
• If I choose an already existing contract number I get a warning that the contract already exists and am given the option of navigating to that contract
• When I click the Create/Submit button I am taken to a Contract Entry page for the Pending Contract

• Update that one thing
• Change that other thing
