A view can have cssm classes cached.
The sha of a cssm class can change independently from the view template.
Therefore one can end up with views having classes with old hashes.

By default all CSS is scoped globally, the local scoping can be enforced using the :local directive:

/* foo.css */
:local(.bar) { /* … */ } // => foo_bar_HASH

Let's add custom extensions to sprockets (.css.m, .sass.m, .scss.m for example) whose content would be :local by default:

/* foo.css.m */
.bar { /* … */ } // => foo_bar_HASH
