Subroutine redefine errors (perlinfo script)

When running the perlinfo script at the command-line, many redefine errors appear. I narrowed down the problem to the HTML::Perlinfo::Seen hash. I set the %INC hash to the Seen hash on line 29 in Perlinfo.pm. HTML::Perlinfo::Loaded uses the Seen hash. Kurt Jaeger first reported this problem on August 20th 2014.

CPAN Pull Request Challenge

I was assigned this repo for the March CPAN Pull Request Challenge and am wondering which kinds of contributions you would like to receive.

Remove CGI.pm dependency

The current version of HTML-Perlinfo is 1.69, which is available on cpan. CGI.pm is no longer a core module and should be removed.
