Just guessing that you don't have the concealment manifest.xml in your DedicatedServer64/Plugins/Concealment folder.
I think you can get that from the zip file packages on Jenkins.
EDIT -- found them on the staging branches:
- https://build.torchapi.net/job/Torch/job/Concealment/job/staging/
- https://build.torchapi.net/job/Torch/job/Essentials/job/staging/
Grab the concealment.zip and pull out the manifest and drop that into the right folder (next to the concealment.dll). Make sure to update the manifest.xmlto match the Version of concealment you are using.
