Update NuGet to current build version.

Update readme for refactor 1 (TC constructors) & 2 (deploymentStage).

Currently the sample app doesn't take in API key via args and doesn't show off custom properties.

Check and make sure LogLevel uses the enum if available in event builder methods.

Refactor constructor to be light weight and ease on the user. Provide accessor methods for instance fields.

Future enhancement: provide a .net core library on nuGet (so the library can be used in all the .net family apps). Right now source project only targets .net framework.

Currently the C# client uses absolute paths. Use relative from CWD paths instead.

Currently the EnvVersion is this.ContextEnvVersion = Type.GetType("Mono.Runtime") != null ? "Mono" : "Microsoft CLI"; which will be shifted to name. Follow the instructions to follow mono.

To get the version then, follow: https://msdn.microsoft.com/en-us/library/hh925568(v=vs.110).aspx for Microsoft CLI and (probably) Enviroment.Version for Mono.

Add comments to explain the API.

New fields:
Add current full URL (for browser apps)
Add operation time in millis
Add tags (constructor)
Add application SKU field (constructor)
Add device type and info (iPhone 7) etc. to SDK (automatic defaults)
Add current CPU and memory usage info (automatic defaults)
Add correlation ID (as a new ID to correlate across applications)

Add the new deploymentStage property (old envName and change the default values of envName (to be the CLI name) and Version properties. Change the classification to optional as a descriptor and add the new level enum (old classification).
