Could we possibly add this in as an option (true/false) so its not generated in our final css as we wouldn't always need to use this. Something similar to $usingSplitsAndShunts and $usingPushPullColumns.

@tommaton, thinking about it, I will create a partial for the scrollbar styling, add a mixin (using the above as a base) and users can just comment out the specific @import
line in scss/_dependencies.scss
. We do this for every other component, partial, view so why not this?
