Add more information to user lookup

Describe the feature
Discord now provides the public flags (badges) of a user - we should display them in the userinfo command.
Also it looks like it doesn't show whether the fetched user is a bot or not - this should get added in as well.

Non-animated single emojis get sent as GIFs

Describe the bug
Rendering 1 emoji using E2P outputs a PNG with the wrong file extension.

  1. run tt.emoji <:botdevbadge:702379658985078844>

Expected behavior
The file gets sent as PNG instead of GIF

Environment:

  • This happens on official tt.bot
  • This happens on a selfhosted instance

Inconsistent behavior when user is looked up by ID

Steps To Reproduce
Steps to reproduce the behavior:

  1. tt.userinfo
  2. tt.userinfo (someone else's ID that is not in the server)

  • This happens on a selfhosted instance

Dependabot couldn't find the branch v3-rc

Dependabot was set up to create pull requests against the branch v3-rc, but couldn't find it.

If the branch has been permanently deleted you can update Dependabot's target branch from your dashboard. (You'll need to delete the existing setup and add a new one.)

Occassionally, the configuration for the server doesn't load

Describe the bug
Simply, once the configuration tries to load, one is redirected to the login page instead of loading the config. This will possibly be fixed with 3.0.1 but don't know the real cause of the bug

To Reproduce
Steps to reproduce the behavior:

  1. Go to the configuration of a server on the web (sometimes it loads)

Expected behavior
All the settings load and you are able to configure the server

Error when editing configuration when searching for a role/channel

  3. Try to set the role to something that has multiple items
  4. See error

Denying access to the web panel is illegal under GDPR

Describe the bug
According to the newest GDPR rules, blocking the webpage by the cookie consent would be deemed illegal behavior.

Steps to reproduce the behavior:

  1. Go to the web panel
  2. Disagree with cookie collcetion

Expected behavior
Should let you in but disable operations that require session data (login, etc.)
