Write new bar framework

In TCFB, everything is driven using the secure header. I need to flesh out a new bar framework that adheres to this. Also, I kindof want to separate out bars with buttons from bars that don't have buttons again.

Make each module LOD

I should make each module LOD. If enabled, then TCFB should load it. Bonus points for making certain modules load only for certain classes/certain events.

Nudge interface

It would be nice, especially with the advent of me having a highres monitor, to have a grid + nudge functionality.

Implement dynamic bindings

In addition to the layouts of bars changing based on state, I wish to also change bindings based on state as well.
