PHP8, Apache 2.4, Windows 10, looks like all dependent files have been added via COMPOSER

I hit "index.php", I get the expected display

I hit README.MD (from a DIR listing), I get

The requested URL was not found on this server.

.htaccess file contains...

Action markdown L:/etc/Apache2.4/markdown/handler.php
AddHandler markdown .md

I even made a (sub) .conf file

Action markdown L:/etc/Apache2.4/markdown/handler.php
AddHandler markdown .md

Neither work.

If I place an X in the path defined...

L:\etc\Apache2.4\markdown>httpd -t
AH00526: Syntax error on line 1 of L:/etc/Apache2.4/conf/conf.d/markdown.conf:
Invalid command 'ActionX', perhaps misspelled or defined by a module not included in the server configuration

This tells me that the server is reading the conf file.

localhost.error.log file is blank

localhost.access.log contains:

127.0.0.1 - - [29/May/2022:12:47:22 -0500] "GET /README.md HTTP/1.1" 404 300

server.error.log contains nothing about this attempt to load the MD file.
