Licensing and Permissions

Because it's public, there are a few questions I think we should proactively address:

How should we license the content? (Does it have to be the same for each item?)
Should each picture have its own attribution?
What kind of permission do we need from image owners?
Should we insist that the picture owner upload content/approve, or is anything in slack fair game?
Do we need a way that people can request a picture be removed?

I clicked on "Open Blank Issue" and it took me to USRSE/usrse.github.io issues. For this site we probably want a subset of the current template choices (or a slight modification to those here: https://github.com/USRSE/gallery/blob/main/.github/ISSUE_TEMPLATE/config.yml)

pictures unrelated to US-RSE?

I'm not sure why pictures that don't seem to have a relation to US-RSE/RSEs in general are included here -- for example, multiple photos of food. Seems like it should be limited to related media
