hello, here is py 3.5 and I just found the env.rc unworkable till I edited some codes of it.
first, there seemly to be not bin in env folder anymore, instead we have the Scripts folder work.
second, it should be https rather than http now if you want to get resources from pypi.douban.com.

so, I modified the env.rc as followings.

  if [ -n "${VIRTUAL_ENV+x}" ]; then
    deactivate
  fi
  virtualenv --unzip-setuptools --no-site-packages --distribute "$TOP_PATH/env"
  $TOP_PATH/env/scripts/pip install -r requirements.txt -i "https://pypi.douban.com/simple"
fi

source $TOP_PATH/env/scripts/activate
export mg="$TOP_PATH/env/bin/python $TOP_PATH/manage.py"

pay attention to the
$TOP_PATH/env/scripts/pip

source $TOP_PATH/env/scripts/activate

$TOP_PATH/env/scripts/pip install -r requirements.txt -i "https://pypi.douban.com/simple"

in addition, if there is someone who is unfamiliar with .rc file (like me...), try run the script source enx.rc via a linux shell such as git bash. I have made it in my win10.
