Convention-based (runtime search by protocol name).

Implement IRTTMeter protocol to measure RT times in realtime.
Settings:

1. Host, Port
2. Sending period (client side)
3. History support (NumOfPackets in history, Aggregated stats, at least)
4. Configurable packet size (MIN =4 bytes for length, MAX=65535-20-20=65495 bytes)
   To research how size affects RTT.
5. Notification mode (aggregated by time intervals, by packets number, realtime notification)
