I have created the
arp-plugin-test
project that can be used to run the tests and, therefore, there is no
need for the arp-plugin project to depend on Silicon or Carbon.

Could you please clean up the repository:

1. Remove all not needed files like the common folder.
2. Move files that do not have to be at the repository root to more
   sensible locations. For example, all shell scripts could be moved to
   a bin folder.
3. Remove all unnecessary code and dependencies from project/build.scala.
4. Fix test annotations to have proper issue numbers. If needed, please
   create issues on the corresponding issue trackers. You can use ARP
   in UnexpectedOutput to mark issues of the arp-plugin.

Quantifiers can only be logged if the location is of the form x.f for a local variable x.

If condition in quantifier is x != null the back-ends have trouble doing log update. x != null does not make much sense anyway.
