Build fails in Microsoft Windows

I couldn't figure out this particular issue which is unique to the CPAN testers' MSWin32 environment:

Odd number of elements in hash assignment at lib/Business/cXML/Transmission.pm line 414.
Odd number of elements in hash assignment at lib/Business/cXML/Transmission.pm line 425.
Odd number of elements in hash assignment at lib/Business/cXML/Transmission.pm line 435.

POOM compliance improvements

Penalty, Tax and Shipping amounts mandate a Description. We need to create an empty one if we don't have one defined.
TaxDetail contains a plain Amount whereas it should be a TaxAmount.
Transmission->reply_to() should preserve deploymentMode.

OrderRequest support

In addition to PunchOutSetupRequest, we need OrderRequest now, which simply returns a 200 OK or an error. Let's call that milestone v0.7.

Note: We need to support receiving distinct shipping addresses for each line.

Can't locate object method "checkout_url" via package "Business::cXML::Transmission"

Just doing this sample
