Ministry reception webapp

This app is for abstract ministry reception.

In secretary view there is a form for register visitors/phone callers. From minister's view there is a form for descision making.

Action:
1. Secretary registers visitors/callers with info about them + some comments(reason of visit and etc.)
2. Minister sees the visitor's request and make a decision (decline,take, call back etc...) and post a comment
3. Secretary sees the ministers's decision and enforce it.
4. Secretary sets a status of appeal
5. Minister sees the status
