Changes to station plot webpage

• Fix scaling of map so it doesn't overlay footer
• Focus map on gauge location
• Plot precipitation as bars
• Handle forecast precipitation in plot
• Move copyright statement (under map?)
• Gauge name in browser tab title
• Update cookie and privacy pages

For each model create a webpage showing the performance of the estimated model, summaries of its properties and ideally forecast performance. Link this to the station where the forecasts are shown

Could be from an api based on the model objects, or static data since it is infrequently updated.

Changes to the data returned when requesting information for a single station

• Provide copyright info in api response
• Provide forecast data so it "Joins up" with observed data (no gap in plots)

• Minimise data returned

Changes to internals

• Correctly handle forecast objects as blobs for flexibility
• Improve speed to data ingestion (one file/table per series to simplify indexing?)
