Looking at the error statement it seems to be a permission related issue. @kaiwalyakoparkar might be able to provide some insights on the same https://docs.github.com/en/actions/security-guides/automatic-token-authentication.

GitHub action to add a label to the PRs created by non-team members

In light of issue #17, create an action that adds a label "on hold" to the PRs created by anyone outside the team i.e. someone who is neither a member of this GitHub organization nor a collaborator in this repository.

Having an automated follow-up comment notifying the reason behind the above label would also be an appreciated addition to the solution to this issue.

Stale Action

Assign the issue to a maintainer or maintainers if the issue is stale for more than 30 days.
