The code has been changed now to use the Wikidata base IRI when parsing MediaWiki dumps. It is not clear if there is a general way for finding the base IRI of a Wikibase installation from its dumps, but #95 completed a transition in WDTK by which the site IRI is injected into most parsing component. It is only hardcoded in the outermost class (which is specific to Wikimedia and thus Wikidata anyway). Users of other Wikibase installations should be able to parse their dumps by calling the respective methods directly.
