If patch already applied don't give error
If we run drush patch-apply-all it gives errors. This causes problems for continuous integration. Instead of giving an error just display a message that it has been already applied.
Apply patch on module update
Currently patches get apply on drush dl but they don't get run on drush up. Add the ability to apply patch on update.
