Cluster A, B, C

1. A, B can connect each other while C is unavailable to A, B
2. A, B decide a term and leader-follower relation. C's term goes up all the time
3. A and B commit index increase while C's term continues to increase:
   1. A (leader, term: 4, last_index=10) B(follower, term:4, last_index=10)
   2. C (candidate, term 14, last_index=0)
   3. C (leader, term 14, last_Index=0) A(follower) B(follower) -------- > Wrong

If the log index exceeds the specified cache size, it will break the logic.
