[Bug]: Bot's client ID is hard-coded with responses. It will not respond when running on the dev bot

What happened?

Currently, the bot will only respond to users when running on the official bot. The development bot does not respond to anything except for slash commands. Below is the current code.

if (message.content.startsWith('<@1130643818207793212> ')) {

Instead, we should rewrite the code so that it dynamically compares the client ID from the config.ts file, like so:

if (message.content.startsWith(`<@${config.discordClientId}> `)) { 

There are multiple places where this would need to be changed. The above is just an example.

Move away from config.ts to dotenv

Why? dotenv allows for more flexible deployment. Deployments can use either a .env file in the root of the project, or specify the required environment variables when deployed.

How? Refer to Deno's environment variables page in the documentation.
