Split all softwares into their own XML templates

This change is needed to make the project more portable and accessible to others, as well as make contributions easier.

Ketarin XML files can be categorized into directories based on the type of software they provide. For example, web browsers can be placed in a "Browsers" directory.

Transition to Semver and create releases for updates

This will help point users to the correct file to download as the repository expands.

HexChat: HTML modified on page and returning invalid download URL; switch to GitHub API for downloads

HexChat page updated and broke downloads. HexChat is hosted on GitHub, so let's use the GitHub API to retrieve a download URL.

Refactor software using GitHub API to use latest release instead of tags

This can be resolved by switching to releases and looking up latest release. All native within GitHub API. Refer to Syncplay's entry for correct usage.

foobar2000: Retrieving incorrect page, may need HTTP spoof changes

Error from Ketarin: foobar2000 The downloaded file is not a binary file type (text/html; charset=UTF-8). Possibly there is an error page. Status code: 200 (OK) (https://www.foobar2000.org/getfile/foobar2000_v1.6.10.exe)
