`resetForm` tests need to be after `saveForm`

Watchers need setTimeout to be tested

For some reason, neither flushPromises nor nextTick worked when testing watchers, making setTimeout the only possible way to test side-effects on reactive properties.
There should be a better way to do that without timeout functions.
Maybe Vue libraries can give us a hint as to how to test that.

Move money between two monthly budgets
Move money between monthly budget and to be budgeted
Delete monthly budget
Allow overbudgeting on monthly budgets by identifying when a credit overspending happened
to_be_budgeted is not updated when a new monthly budget is added
