Please update the outfile.c to avoid error in compilation under cywgwin

This is the part added to compile ext4 utils under cygwin (I got it from xda forum)

If you don't have ifdef CYGWIN section you cannot compile the source because you had an error "unknow type name off64_t".

i compiled the ext4 utils under Cygwin. It created simg2img.exe.

I tried to use simeg2img.exe to convert some sparse ext4 file images.

When I tried to use simg2img.exe I obtained "Bad magic" error opening file image.

What's the matter?

I used for the same scope EXT4 uunapcker (Open - Save) and it worked fine with the same file images.
