You can pull VOD creation date and use that to sync videos when explicit timestamps aren't provided. It doesn't return ms but should be much quicker to use it as a baseline for syncing videos for general users.
Additionally, I know it could probably be frowned upon by twitch but we could also theoretically pull a couple videos sequentially above and below each vod until the seconds value changes and then estimate ms offset by where it falls. We just have to be within ~200ms for it to be good enough (-125ms to +45ms).
