Add a repo README.md

Probably worth creating some documentation on what these tools are, who made them, what languages are used, etc.

Also worth noting that these tools were specific to W20, and we should document the difficulty involved in porting it for future iterations of the projects.

A script to add identifier to every header and source file

Project 4 visual test generator idea

An idea I had for a P4 tool that shouldn't be too difficult is a UI to develop test cases.

Could be a simple JS powered webpage. Ideas for UI:

Type test number (affects output file name, test-#-mode)
Select mode (MST, FASTTSP, OPTTSP) (affects output file name, test-#-mode)
Has a simple adjustable grid
Left click to place a node, right click to delete a node?
Highlight the 3rd quadrant to denote it as "medical campus" and bold the border

CD & CT

A Python/Bash script that would

do Git (add and) commit (I have an existing script) || alternative option: Git hook
ssh into Cane
transfer added and changes files according to Git
run the specified commands
display the output locally
