Resource cleanup is a little inconsistent across enemy NPC actors. Make this consistent. Use the cleanup routine to only deallocate resources. Handle the check for resource cleanup in the destroy event. Also add a function to dispose of texture2Ds from rawtextures and use it in cleanup of base classes.

The current direct kernel32.dll references are definitely not supported on Linux. Stopwatch is a viable alternative that is multi-platform friendly.
