Wayside seems to be delayed in discovering trains on its blocks. This issue is causing errors with having then requesting trains on a specific block since the requests are delayed.

When stopping at the yard and it was past the crew member’s break time, the crew did not leave the train and go on break once the doors were opened. Instead, the train just kept looping through the track. (Assuming the shift ending does not work either.)

For some reason all trains seem to stop at block 30 of the redline due to the track controller sending limits of 0 for speed and authority which is incorrect.

The Block.isOccupied() function must be returning something incorrect, or Block.advanceTrain() is not properly setting Block.occupied.

To reproduce: run the test route.
