When inappropriate combinations of parameters are used for sgsim and cov_model, sgsim runs in an infinite loop

• Implement a maximum error check to terminate the loop and display a warning or failure message
• Add test cases for the implementation

This can be done as an extension package (other project) to keep low package dependency
