Copy DTO descriptions from measurement controller into service and generate DTO classes.

The zoneQueryService used to return Zone-s, and it was changed to ZoneDTO.
Fix the tests

• Place a SI Configuration next to the MeasurementQueryService Interface and configure it properly.
• Test the MeasurementQueryService at localhost.
• Use Annotation Configuration
• URL should not be encoded directly.

The project uses xml based configuration, it should use annotation based

The project structure of the Positioning subsystem should be refactored as the measurement subsystem.

• Increase Version number //mvn versions plugin
• remove positioning- prefixes of modules.
• Remove version tag from modules. Modules should have the same version as their parent.

Create a ZoneQueryService Interface and annotate it with Spring Integration. See ZoneController in measurement/controller module.
Gateway should use the following end points

• ZoneDTO getZone(@PathVariable("id") final String id) throws ZoneNotFoundException, DatabaseUnavailableException

• Collection listZones() throws DatabaseUnavailableException
