[Minor] Explanation and config for timetable assignment matters

It is not mentioned in the description on the workshop and is a feature that should be advertised
It looks like x80% global work speed during joy/sleep, and x120% during work, with no modification during anything

Also, being able to configure these values would be nice and probably not too hard since the values are already coded well and separated in Patches\xml_is_icky.xml
