Optimize site images about 18f.gsa.gov HOT 6 CLOSED

Thanks for the tip, @xiongchiamiov. The easiest thing would be to do a PR with the altered images, so we can see how it looks. Is that easy enough for you, using command-line tools?

Yeah, it should be easy enough to do with GraphicsMagick. Since jpeg is a lossy format, it'd be best to do this with the source images (if you have them), but I can open a pull based off what's in the repo.

Note to selves: Going forward, assuming we choose a build tool like grunt or gulp, let's make this automatic (https://github.com/gruntjs/grunt-contrib-imagemin, https://github.com/sindresorhus/gulp-imagemin).

Images are added occasionally, and optimizing them on every Jekyll build seems more expensive than just having a one-off script or documented README command that people can run over the images in this repo to optimize them whenever desired.

Optimizing the current batch of JPGs in the site would be very welcome, and documenting the ideal command to do that (be it with imagemagick or whatever) would be ideal.
