We aren't totally bound to GSA/data.gov#318 (comment) and I'm not sure if they are going to come to a clear conclusion. I've asked for an update. Let's timebox this so we can move forward. If we don't see any activity in the next 48hrs we'll move forward with our own solution.

Here's a sample of a linking policy we would articulate if we ditch the modals. Let me know if ya'll have thoughts.
Note that while the modals are optional, posting a linking policy is not optional. This is a mashup of the current GSA linking policy and the one we wrote at the CFPB.

If you check GSA/data.gov#318 (comment), we now have a clear and unified path forward. We should now use intelligent design, narrative context, and prudent judgement on when and how we inform users they are leaving our domain.
We can rip out the modals as soon as we agree on a linking policy. My thought is that the linking policy can go into a bare bones .html file based on /thank-you.

Since this issue is just a question as to whether we can remove the modals, I'm considering it closed. We'll pick it up as a task once the linking policy is up.
