I like the icon + plain language (alt text) approach.

We aren't totally bound to GSA/data.gov#318 (comment) and I'm not sure if they are going to come to a clear conclusion. I've asked for an update. Let's timebox this so we can move forward. If we don't see any activity in the next 48hrs we'll move forward with our own solution.

Here's a sample of a linking policy we would articulate if we ditch the modals. Let me know if ya'll have thoughts.

Note that while the modals are optional, posting a linking policy is not optional. This is a mashup of the current GSA linking policy and the one we wrote at the CFPB.

///

We include links to information created and maintained by third-parties. When you click a link to a website, the privacy and security policies of that website apply. Non-federal websites do not necessarily operate under the same laws, regulations, and policies as federal websites.

We choose links consistent with sound public policy and that support the mission of 18F, GSA, and its programs. Also, if we have a formal relationship with organizations or businesses, we may link to their sites.

The inclusion of links is not intended to assign importance to those sites or to the information contained on those sites. Regardless of content that we link to from our sites or our social media accounts, we do not endorse any commercial product, service, process, or enterprise. We link to other websites and refer to commercial products or enterprises solely for your convenience and education. We cannot assume any responsibility for the content, operation, or policies of other websites.

We will not link to any website that exhibits hate, bias, or discrimination.

Can the linking policy be in a link in the footer called "Linking Policy" rather than in the content of the page?

If you check GSA/data.gov#318 (comment), we now have a clear and unified path forward. We should now use intelligent design, narrative context, and prudent judgement on when and how we inform users they are leaving our domain.

We can rip out the modals as soon as we agree on a linking policy. My thought is that the linking policy can go into a bare bones .html file based on /thank-you.

I've moved the above text into a .md file for the sake of collaboration and edits.

Since this issue is just a question as to whether we can remove the modals, I'm considering it closed. We'll pick it up as a task once the linking policy is up.
