new rule: check that conflicting attributes aren't used on the same element about template-lint HOT 3 CLOSED

Done. I created new rule ConflictingAttributesRule, that is also turned on by default.

The rule has by default one set of attributes to check "repeat.for", "if.bind", "with.bind". Another sets of attributes can be added (or even defaults replaced) by passing array of ConflictingAttributes to the constructor.

I didn't update derived files intentionally, to avoid conflicts with other changes. After the merge gulp test should be run to update other files as well.

I've also added some tests.

At the time of writing this comment, i remembered that i forgot to add "if.one-time" and etc to the defaults (way too sleepy to do it right now)
