To be sure of what's happening:
- You have set your config file like above
- The VS Code window has been reloaded
- The model select dropdown in the bottom left says "OpenAI - gpt-3.5-turbo"
- Select code and enter '/edit ...'
- Then you receive a response that is too fast to be LocalAI, presumably from the free trial
