When the TextBlock has TextWrapping set to Wrap it will not respect the width it is allowed. Add the following properties to the TextBlock in the sample TextWrapping="Wrap" Width="266" HorizontalAlignment="Left"
Run the application on a device and you will see the text goes past the 266 limit. This looks fine in the emulator, but fails on the device (I'm testing with Lumia 928.

To see it demonstrated better, change the parent StackPanel to have the width and alignment properties.
