Wisconsin County Trunk Highway shields about osm-shields HOT 5 CLOSED

OK, the missing counties are there now. If anyone tags them, they'll show up.

The first part of this feature request could simply tie together the relations and use a generic identical square bordered shield for the 72 networks. The 'COUNTY' shields unique to Wisconsin would just have to be done when there's time.

in the database so far:

Gotta compare this against the county list, but that's for future-proofing - there's no Wisconsin network that's reported as 'not done' with the current OSM data.

Thanks much! My main concern was that 'all 72 were there'. The relations are spreading at a fair rate.
