I was using the Command Prompt of Windows to compile bios-dump.c, but it did not successfully work.

Are there any requirements to compile a .c file to a .gba file?

I do not know how to use bios-dump.c. How should I use it?

According to 3dbrew, the 3DS arm7 contains a GBA bios.
The dump from my New 3DS, made using this tool, is identical to the DS ones.
I think it might be good to add that info.
