Issues after updating to 6.4 Kernel/ Fedora

My Fedora 38 recently got updated to 6.4 kernel and the device stopped work. So as per instructions I uninstalled the driver using remove-driver.sh.
But even after it informed that it has successfully removed the driver, when reinstalling after reboot, I am getting this error:
Checking for previously installed drivers.
Error! Could not locate dkms.conf file.
File: /var/lib/dkms/rtl8821au/5.12.5.2/source/dkms.conf does not exist.

Starting installation.
Installing 8821au.conf to /etc/modprobe.d
The dkms installation routines are in use.

MAC Randomized?

Even with explicit MAC randomization disabled...

Each reboot get randomized MAC. Is there not a rtw... setting to disable this? Or is something above out of wack?

RTL8811AU No MAC address on USB device insert/add?

Installed driver, have done this many times on various systems, x86 as well as Pi devices, etc. But came across the odd behavior, on an older PC, i386 (i686), when installing wifi dongle, it is seen as USB device, but no MAC address assigned?

tried switching from ehci to uhci, no joy. This first time I have seen this, usually at least I MAC address is assigned, and then it is just a matter of getting the right firmware or driver installed.

On the same system I was able to get various other wifi dongles to work, RTL8188CUS, RTL8188EUS for example. The only issue with these was they only got ipv6 addresses (local mode) not ipv4 or ipv6 via DHCP until I forced the association wpa_supplicant, and did an explict DHCP request, via dhcpcd. See this before sometimes at well but easy to deal with, since the firmware/drivers actually work, and the device is 'seen', and MAC address is assigned/established.

Also, I have 3 of these RTL8811AU dongles that all work on Pi OS 11, with the correct firmware/driver, so the dongles are functional hardware.
