Use local storage to implement settings menu
The beginnings of the settings menu have been designed, but are not functionally implemented.
Using local storage, it would be good to store (a few) GUI-related configurations. This includes the default IP/Port to connect to for ROS and where the map should be centered when geolocation is not available.
These settings should be polled from app components on initialization to use them and fail-safes should be made in the settings component to avoid duplicates.
