Differentiate between a "self-contained" bootstrap and "production" bootstrap about motherbrain HOT 5 CLOSED

The way I handled this was to use the same box in all the entries in the manifest, and for boxes that are tertiary, I bootstrapped them wholly separately.

After talking with @bluepojo, this seems like an larger issue.

We essentially need a way to define a "dependency" for other MB plugins - in this case, there's some ActiveMQ MB plugin that bootstraps the ActiveMQs we need onto other nodes in the environment.

We could also add a requires "something syntax to the bootstrap command, where you can fail the run before it even starts if there is no node in the environment with the required dependency/group.
